TMMSM was developed in 1996 by Dr. Ilene Burnstein from the Illinois Institute of Technology, but has not received its deserved recognition until recently. The Capability Maturity Model for Software (SW-CMM) is already an excellent software development tool, and many people have worked to develop a companion test tool. TMMSM is that tool.
